Sindh Home Minister Rauf Siddiqi told the Sindh Assembly on Friday that vice-chancellors of universities and principals of colleges in Sindh have been asked to frame the charge in case of maltreatment of teachers and inform the authorities accordingly for action.
He stated this with reference to police action against some 100-150 students, who wanted to hold a demonstration in protest against misbehaviour with teachers of colleges and a walk out by MMA MPA from the House in this regard.
Rauf Siddiqi said that these students had come towards Assembly in a surprise move and wanted to gather at the Assembly gate for a protest demonstration.
He questioned that while the Assembly was in session it was not a proper way to protest like this because it could have disturbed law and order.
He pointed out that the government, for its being a political and democratic, never put any restriction on making protest.
However, the way they wanted to protest was not a proper one. He said anything could have happened due to their protest and then who would have been responsible for any untoward incident.
Home Minister said he had repeatedly stated that any humiliating attitude and maltreatment of teachers would not be tolerated and strict action would be taken against those responsible for such incidents.
He said the college principals had been asked that such incidents should be brought to the notice of authorities, and these elements would be arrested. But protests in such a manner would not be allowed, he added.
On the occasion, opposition's Jam Mehtab said that it was the third incident of maltreatment of a college teacher. He said if action had been taken in the very first case, such things would not have taken place.
Sindh Gothabad: Sindh Chief Minister Arbab Ghulam Rahim has said that Sindh Gothabad scheme was introduced in 1987 with an objective to provide institutional arrangements for undertaking regularisation of village for housing facilities to deserving people in the rural areas of the province.
He stated this in a written reply to the question of opposition's Zahid Ali Bhurgari, placed before the House during question hour session in the Sindh Assembly on Friday.
Pointing out that this Act is applicable for the union council only, the Chief Minister said that according to this Act a deserving person is entitled for an area not exceeding two ghuntas for construction of house on proprietary right, but this limit shall not apply to the land whereupon a deserving person has built a house before the commencement of this Act.
He explained that villages falling under the defunct limits of Hyderabad Municipal Corporation (urban area), could not be regularised under Sindh Gothabad (Housing Scheme) Act 1987.
However, he stated, these villages could be granted under the Colonisation Act for Settlement of Villages on payment of malkana on the condition prescribed by the Land Utilisation Department under a notification of 1980.
He pointed out that Sindh Katchi Abadis Act-II, 1987 was fully operative and the Sindh Katchi Abadis Authority was performing its legal duties as per law.
The Chief Minister stated that according to master list of Katchi Abadies in Sindh, 156 Katchi Abadis had since been identified in District Hyderabad.
Of them, 19 abadis are non-regularisable and 137 regularisable while 125 abadis regularised out of 127 notified.
In a written reply to the question of Ms Nasreen Chandio, the Chief Minister realised that the incident of deaths in Hyderahad occurred due to contaminated water.
Replying to supplementary questions on behalf of the Chief Minister, the Provincial Minister for Planning and Development, Shoaib Ahmed Bukhari said that water supply to Hyderabad became contaminated because of inflow of contaminated water in excess from Manchhar lake into the lagoons which filter the water.
However, he said the water filtration was now being done in a better way and in future such incident would not occur and for this every preventive measure was being taken.
To a supplementary question, he said, 35 persons had died of intake of contaminated water and Chief Minister had announced compensation for deceased.
To another question of Ms Nasreen Chandio, the Chief Minister, in his written reply, stated that there were four watchtowers, one each at Neelam Point, Camp Mond, Paradise Point and Hawksbay.
Replying to a supplementary question on behalf of the Chief Minister, Planning Minister Shoaib Bukhari said that these towers were manned by 40 persons, including divers and required facilities are provided there for rescuing the drowning people.
Violence against women: All members of Sindh Assembly, pertaining to both treasury and opposition here on Friday unanimously adopted a resolution condemning the violence against women manifested in any form and shape.
Sindh Minister for Women Development, Dr Saida Malik, addressing participants of a walk organised to commemorate the International Day for the Elimination of Violence Against Women on Friday, said the members, without any party distinction, unequivocally pledged to support laws to be introduced in the house to protect women against discrimination and atrocities.
The walk organised by the Sindh Women Welfare Department in collaboration with Provincial Home Department was also participated by members of provincial assembly belonging to PPP (Parliamentarians), Pakistan Muslim League and Muttahida Qaumi Movement.
Representatives of different women NGOs and activists belonging to civil society commenced the walk from Crisis Center, managed by Sindh Welfare Department and funded by federal government. It culminated near Karachi press Club.
The walk was led by Sindh Minister for Women Development, Dr Saida Malik and Sindh Home Minister, Rauf Siddiqui.
It was soon joined by Nilofer Bakhtiar, Advisor to Prime Minister for Women Development.
