The NWFP Assembly Saturday called for immediate halt to the military operation going on in garb of action against the so-called miscreants in Balochistan.
The demand was made through the passage of a resolution from the provincial assembly. Parliamentary leader of Awami National Party (ANP), Bashir Ahmad Bilour and Maulana Amanat Shah Haqqani of MMA jointly moved the resolution.
Through the resolution, the movers asked the federal government to refrain from creating 1971 like situation through using force against the people. It said that if the government could talk to countries like India and Israel, then why didn't it initiated negotiations with Baloch leaders.
Such military action in any province can badly affect economic, political and democratic situation of the country. Therefore, the military action should be stopped at once and dialogue should be initiated with the real leadership of Balochistan to take them into confidence for the resolution of the matter of the province," the resolution concluded.
Earlier, Bilour took the floor on a point of order pleaded the chair to suspend Rule 124 under Rule No 40. However, a number of members from treasury benches contended that as they were also moving a resolution, therefore, a joint resolution should be moved. The speaker put the point of order before the house for vote and the house gave a nod in yes.
Pir Mohammad Khan, an MMA-MPA stressed the chair to follow the rules of business. He contended that the mover should be disallowed to present the resolution. He also read out the concerned rule of the house proceedings.
Mushtaq Ahmad Ghani, parliamentary leader of PML-Q diverted the attention of the house towards the Prime Minister Shaukat Aziz's arrival in the provincial metropolis.
He said that the premier was scheduled to hold meeting with PML-Q MPAs as well as provincial cabinet. "Therefore, the proceedings of the house should be adjourned till 30th," he pleaded the chair.
Hafiz Hashmat, Provincial Minister for Zakat, Auqaf and Social Welfare supported Bashir Bilour and said that there was no harm in the resolution and called for its presentation in the house.
After the moving of the resolution, Mushtaq Ahmad Ghani again took the floor and said that the matter should have been raised in Balochistan assembly. He said that the stand of the ruling party in federal government was that no military operation was going on in Balochistan.
Nisar Safdar, another PML-Q MPA said that miscreants in Balochistan were making rocket attacks on President Pervez Musharraf and Corps Commander, which justified the launching of such action. He asked that MMA was coalition partner in Balochistan government, then why didn't it raise the issue in Balochistan assembly.
Anwar Kamal Khan of PML-N while supporting the resolution said that Balochistan was a backward province and facing a sense of deprivation. Military operations were no solution of such problems.
The chair put the resolution to vote and the house adopted it with majority. Later, the chair adjourned the proceedings of the house till December 30.
