The Standing Committee of NWFP Assembly on Administration Department regretted that rules and regulations were not being followed in the allotment of vehicles and residences to government officials, and recommended that a viable strategy be adopted in which all administrative secretaries be made bound to have a thorough check on misuse of official vehicles in the province.
The meeting, which was presided over by Dr Zakirullah Khan on Tuesday, was attended by MPAs Muhammad Mujahid, Nadir Shah, Khalid Waqar Chamkani, and Zar Gul Khan, and Secretary Administration Colonel Ghulam Hussain, Additional Secretary Finance Attaur Rahman, Deputy Secretary Law Salim Khan, DS NWFP Assembly Ghulam Sarwar, Assistant Secretary Zahoor Ahmad and others.
The meeting took serious note of allotment of official residences without merit. The chair regretted that even 25 percent of residences were not being allotted on merit, which was very discouraging.
The committee also took note of none-availability of class IV and other staff posted at the official residential colonies in Peshawar for doing maintenance and other necessary work and decided that the committee members would undertake visit of different colonies to check by themselves the situation.
The committee also discussed policy matters regarding vehicles self-ownership scheme for government servants. The secretary administration read out detailed report from the finance department in this connection and told the committee that if the scheme was to be implemented it would have promising results in controlling misuse of official vehicles and POL.
The committee recommended that further discussion would be held on the topic to check its merits and demerits. The committee recommended that rules should be followed strictly and those officers who were entitled for official vehicles should be given the facility while all the vehicles allotted to non-authorised officers should be returned.
The committee also discussed the issue of auctioning of the unserviceable vehicles and observed that the process be streamlined and made transparent.
