Punjab cabinet, which met here on Thursday, was informed that no case of bird flu has been reported anywhere in the province. Punjab Chief Minister Chaudhry Pervaiz Elahi presided over the meeting and all the provincial cabinet ministers were present on the occasion, disclosed an official.
It was further disclosed in the meeting that as many as 44,000 samples of poultry and other birds were taken but no virus was found in any of the collected samples.
According to the livestock officials, the cause of death of chickens in Gujranwala, was not the bird flu rather it was the "rani khait", which kept on coming to limelight in ordinary circumstances as well.
On this occasion, the CM directed that despite the satisfactory livestock department survey report, the concerned departments should be fully prepared to cope with any unexpected situation with regard to the bird flu.
Meanwhile, the chief minister said the government has decided to do away the practice of out of turn promotions through an amendment in the 'Civil Services Act'. However, the government has decided to give meritorious performance awards to the government officials showing outstanding performance.
The meeting also made a number of important decisions based on the peoples' welfare and administrative reforms. These decisions include the elimination of the out-of-turn promotions in all the government services in the province, age limit relaxation in the employment for children of the police officers and the officials martyred during the service, ban on re-registration of vehicles coming from other provinces in Punjab and the measures to strictly check the sale of milk in the used plastic containers. The cabinet, giving the approval of these measures in principle, also gave the approval to adopt the relevant amended laws in the forthcoming assembly session.
The cabinet meeting also approved the draft of the law based on the changes in Seed (Amended) Act 2006. Following the approval of this Act, side by side the supply of certified seed to the farmers at large scale in the province, the persons involved in the business of counterfeit seed would be given harsh punishments. It also approved the decision to give the 'Degree Awarding Charter' to the teachers training institute, Ali Institute of Education.
Citing the measures taken for the teachers training, the CM said that for the first time in the history of the province, the most important field regarding education had been given its due status. He said that it was because of this fact that the government was giving all out encouragement to the institutions engaged in the quality training of teachers in the private sector.
The cabinet was informed that undue advantage was being taken from the re-registration of vehicles coming from other provinces, in the Punjab. It was pointed out that in quite a few incidents in which a stolen vehicle having been got registered afresh, was used for illegal objectives. Thus the cabinet decided that the vehicles registered in other provinces, would not be registered again in Punjab. However, such vehicles would be allowed to move and be transferred to other owners, in the province.
Earlier, the chief minister apprised the cabinet of the government role and the opposition attitude in the situation caused by the publication of blasphemous sketches in the Western press. He pointed out that the opposition having refused to join the Pakistani delegation scheduled to visit the European Union, had proved that it wanted to pursue only its political agenda under the garb of that incident and hence, did not want to participate in any such programme as might benefit to the real cause of the Muslims at the international level.
While expressing satisfaction, he said that the President demonstrated courageous and wise role on this occasion, therefore, at the moment Pakistan and Saudi Arabia were ahead of all in expressing the reaction of Muslims over the issue of profane images.
According to him, some opposition parties had hatched a conspiracy for the accomplishment of their political agenda based on agitation and violence, making use of the students of religious madaris spread across the province over this issue. But, the high-ups and students of these madaris refused to be played in the hands of the anti-state forces and this way they served the religion as well as the world. The agitation in the name of protest caused damage to the country and not to the institutions responsible for the publication of sketches.
