Three people were killed and 19 wounded in the eastern Turkish city of Van on Thursday in an explosion officials said was almost certainly caused by a suicide bomber.
"It is now 99 percent sure that this incident was carried out by a suicide bomber," the state Anatolian news agency quoted Van's acting governor Mustafa Yavuz as saying. "Work is continuing to identify the suspected suicide bomber," he added.
Seven of the wounded in the blast were in a serious condition in hospital, Yavuz said.
Police said the blast was near the office of Van's governor.
Tensions have been running high in Van, a city with a mainly ethnic Kurdish population near the Iranian border.
