Energy conservation will be declared as an industry to allow fiscal and financial incentives to be available for energy conservation pursuits. The Environment Ministry has approved National Energy Conservation Policy (NECP) draft for promotion of energy resources and finding their alternatives in order to cut dependence on oil imports.
A meeting of various stakeholders, representatives of federal and provincial governments and non-governmental organisations (NGOs) with federal Environment Minister Major Tahir Iqbal (Retd) in the chair unanimously approved the draft policy on Thursday.
The draft policy framed by Enercon, a national institution for conservation of energy, would now be presented to the Federal Cabinet for final approval.
The policy includes guidelines to enhance end-user efficiency for various energy consuming sectors of the economy and also for addressing various cross-sectional issues that continue to retard promotion of energy conservation.
It is also meant to generate sufficient activity to promote energy conservation practices and affect energy savings of perceptible magnitude at the national level.
Sustainable development, improved economic productivity and poverty alleviation, climate control and gender mainstreaming are the four major strategic goals of the policy.
It also highlights key initiatives for achieving the policy objectives through legislation and regulatory framework, public awareness, training and education, integrating energy conservation, institutional strengthening/capacity building, financial incentives, public private-civil society partnership, energy services companies, energy conservation as industry and energy conservation plan.
Enercon Managing Director K.M. Zubair gave a detailed presentation of the policy to the stakeholders and participants before its tentative approval.
