Punjab Ombudsman has observed that withholding legitimate payment without any valid reason by any government department falls under the ambit of mal-administration.
The Ombudsman directed Tehsil Municipal Administration Sargodha to make withheld payment to Pakistan Engineering Company (PEC). Accordingly, the municipal administration made payment of Rs 139,200 to the petitioner company.
According to the details, complainant Ashiq Ali Managing Director PEC filed a complaint before Ombudsman that his company supplied two horizontal centrifugal sullage pumps for rural drainage schemes to the TMA and TMO Sargodha but the agency has not yet made full payment of their bills.
The complainant requested that TMO and TMA Sargodha be directed to clear the balance amount of Rs 190,750 to his company. The Ombudsman, after hearing the complainant counsel at length, directed the respondents to clear outstanding amount of the complainant.
