A meeting of the cabinet committee on Works and Services was held in Peshawar on Friday with Provincial Minister for Information Technology Husain Ahmad Kanju in the chair.
Besides the committee members, Provincial Minister for Auqaf Amanullah Haqqani, Environment Minister Shahraz Khan, Secretary W&S Muhammad Riaz Khan, Special Secretary Schools and Literacy Shafiullah Khan, Chief Engineer W&S, Habib Ali and Chief Engineer PHE Muhammad Aslam Khan attended the meeting.
The NWFP government had formed the said committee in the backdrop of the recent earthquake in which most of the government buildings and roads had suffered more damages as compared to the private sector.
The committee was formed to bring about reforms, eradicate corruption and commission, enhancing efficiency of the department and to improve the standard of construction in the province.
The meeting reviewed in detail the proposed recommendatory report of the committee and finalised its recommendations for approval of the provincial cabinet.
The meeting identified 19 deficiencies in the working of the W&S Department that included; departmental corruption and ongoing commission, lack of effective monitoring system, reward and punishment and training for the serving technical and administrative officers, unbalanced work load, non payment of funds in time, political interference, lack of research on technical work, use of substandard material, in-disciplined and non transparent system of audit, non involvement of people in the process, non implementation of the building code, market fluctuations and continuous price hike of material, defective system of awarding of contracts and registration of contractors and judicial problems ie stay orders etc.
The committee proposed computerisation of the departments for bringing transparency, changing of the existing method of awarding tenders.
