The NWFP cabinet on Thursday increased penalty on installation of tape-recorders and use of pressure horns in public transport from Rs 200 and Rs 100 respectively to a unified figure of Rs 500 to discourage the practice.
The provincial cabinet, at a meeting chaired by Chief Minister Akram Khan Durrani, also re-adjusted the already imposed penalties on various levels of traffic violations and increased the fine of Rs 100 to Rs 500 fine for traffic signal violation.
The increase in penalties of various categories would be fined Rs 200 for out of order lights; Rs 200 instead of Rs 100 for driving on wrong side of the road; Rs 200 instead of Rs 50 for using black glasses, Rs 200 instead of Rs 100 for driving on the opposite side of one-way; Rs 100 for riding on motor-cycle without helmet; Rs 300 for driving without having licence; and Rs 200 for entering no-parking zone.
The cabinet drew the attention of the chief minister towards the increasing number of net cafes in the provincial capital, saying the youngsters were being attracted by those centres thus becoming the permanent source of harming moral and social character of young generation.
The chief minister, noting the bad impact of these net café, approved the "Net-Café Regulation Bill 2006" and ordered further action in this respect.
Addressing the cabinet members, the Chief Minister expressed grave concern over the slow pace of road construction work and unsatisfactory road infrastructure in the province, and directed the officials concerned to complete work on all under-construction roads by June 30.
He also asked the Finance Department to arrange finances to the districts immediately so that the districts could have fiscal space to initiate reparation on certain roads.
Durrani directed the authorities concerned to ensure use of standard and best quality material in the ongoing roads construction work, adding the improvement of the existing road infrastructure, keeping in view the future vehicular traffic. He hoped the under construction roads should be completed in time and the work should be of standard and quality that would not be compromised, he added.
Durrani said he would like to conduct high level meetings of two most important sectors viz education and health in the near future to let the people know what the government was doing and how much decisions his government has taken for the public welfare.
He directed the health and education officials to respond immediately to the public complaints, particularly in backward areas of the province.
The chief minister directed the officials to improving the availability position of medicines and services in public sector healthcare units. The target of the health officials should be to extend medical cover to rural areas where the hapless people suffer the most in this sector.
Akram Durrani asked the concerned DCOs, ADOs and DROs to present him performance reports of health and education departments within 15 days and warned them against lethargy.
The cabinet also approved 47-kilometre long Khushal Ghar to Indus Highways Kohat junction to be handed over to National Highways Authority. The meeting was told that the NHA had already requested Frontier Highways for the same. The cabinet also approved the amendments to NWFP Water Electricity Fund 2001.
The chief minister also directed Finance Department to immediately facilitate the release of finances outstanding against the provincial government for the services rendered by newspapers and asked provincial Information Department to liaise with the Finance Department to settle the dues of the newspapers.
At the meeting, the issue of amendment in Sports Foundation Act also came under discussion and the cabinet highlighted different aspects of the proposed amendment and approved certain amendments to the Act.
The new amendment would facilitate former players to feed their families and children of late players will get scholarships. It would also facilitate organising national and international tournaments and meets of different sports and would get the budding players of different age to polish their potential in various disciplines.
The cabinet on the request of NWFP Irrigation Department also approved exoneration of 500KVA power generator from electricity bill.
