A three-member bench of the Supreme Court on Tuesday directed Inspector General of Police Punjab to initiate departmental inquiry and take action against deputy superintendent (Investigation) Okara for submitting wrong report before the Apex Court in Sakina Bibi kidnapping/forced marriage case, within a period of four weeks and submit report to the Registrar office.
The bench of the Apex Court comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Abdul Hameed Dogar and Justice Saiyed Saeed Ashhad expressed displeasure over the report submitted by the deputy superintendent investigation Okara through additional advocate general Punjab and rejected the report terming it a criminal negligence of the officer.
Deputy Superintendent Shahbaz Ahmed also appeared before the court and admitted his negligence and some lacunas of the investigation. The bench also directed the Punjab inspector general to refer the investigation of the case to crime branch Lahore for further inquiry.
The IGP was also directed to complete the proceedings against the said officer and submit report to the Registrar of the Supreme Court for perusal in the chamber.
The bench also directed SHO Okara Police Station to take proceed against the accused nominated by complainant Sakina Bibi, who appeared before the court with her father according to FIR as "the complaint seems to be correct."
According to the complaint submitted by Sakina Bibi, some persons kidnapped her and contracted forced marriage with Muhammad Siddique, who also appeared before the court along with other accused.
Nikah Khawan, Muhammad Boota also appeared before the court on notice and presented the Nikah register before the bench. During the inspection of the register, the bench found the Nikah certificate fake even the name of Sakina Bibi's father was incorrect.
The bench took serious note of this wrong doings by the accused and directed the police to proceed against them according to the FIR as the statement/complaint of Sakina Bibi was declared correct.
