The Federal government has announced the grant of dearness allowance at 15 percent of the basic pay from July 1, which will not be treated as part of emoluments for the purpose of calculation of pension/gratuity and recovery of house rent.
According to a notification issued by Finance Division (Regulations Wings), the dearness allowance till further orders would be admissible at the rate of 15 percent of the basic pay per month to all the civil servants in BPS one to 22 of the Federal government and the civilians paid from defence estimates, including contingent paid stall, contract employees, employed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment and to all the armed forces personnel/civil armed forces personnel.
This would not be admissible to the employees during the tenure of their posting/deputation abroad, said the notification, adding that it would be admissible to the employees on their repatriation from posting/deputation abroad at the rate and amount, which would have been admissible to them had they not been posted abroad.
It would also be admissible during leave and the entire period of leave preparatory to retirement (LPR) except during extraordinary leave.
The Finance Division (Regulations Wings) explained that the dearness allowance should be accommodated within the budgetary allocation for 2006-07 by the respective ministries/ divisions/departments and no supplementary grants would be given on this account.
Regarding grant of teaching allowance, the Finance Division (Regulation Wing) revealed that the teaching allowance would be paid to all teachers of the Federal government's educational institutions at the following rates and conditions:
-- Matric with PTC/equivalent: Rs 500 per month.
-- FA/F.Sc with CT/equivalent: Rs 750 per month.
-- BA/MA with B.Ed/M.Ed and above/equivalent: Rs 1,000 per month.
The teaching allowance would be qualification-related and it would be admissible to those teachers, who are exclusively deployed on teaching duties.
It will also be admissible to the heads of the institutions and they would be entitled to this allowance during the entire period of vacation, leave and LPR. This will not be admissible during entire period of extraordinary leave.
The allowance will not be treated as part of emoluments for the purpose of calculation of pension/gratuity and recovery of house rent.
