The Provincial Ombudsman has directed the Provincial Benevolent Fund Board (PBFB) to direct all DCOs in the province to refrain from rejecting incomplete applications without providing an opportunity to the applicants to complete their applications within a reasonable time.
The Ombudsman passed these orders during the course of proceedings in a complaint by Syed Sarfraz Hussain. The complainant contended that he had applied to DCO Bahawalnagar for scholarship from PBFB for his son but it was rejected on the ground that the application was incomplete.
He contended that the requisite documents could be provided on demand but such an opportunity was not provided. He contended that rejection of his application without providing him an opportunity to fulfil the requirement of documentation was unjustified.
