The field formations of the Central Board of Revenue (CBR) are not implementing training/foreign courses directives issued by Human Resource Management (HRM) Wing.
It is learnt that the officials of HRM Wing have issued repeated instructions to regional officials of both direct and indirect taxes to stop direct interaction with field officials and CBR Wings. It has asked the collectors, commissioners and the directorates-general to ensure processing of cases, including foreign training, through HRM Wing.
According to latest instructions, CBR Chairman has empowered the HRM Wing to conduct all functions pertaining to tax officials' capacity building.
It has been observed that the field formations have been processing/forwarding cases of training courses directly to their relevant Wings putting aside the Board's instructions.
The Board directed the collectors/commissioners to personally ensure that all cases of training should be routed through HRM Wing, and no correspondence is made directly with any agency or organisation. This process will ensure transparency and merit in the selection of officers for training and help in maintenance of data at single functional wing of the Board. All foreign training courses for officers are now placed on the website of CBR, and nominees for different courses are selected by a committee after objective evaluation. Names of the selected officers are displayed on web immediately after approval by the competent authority.
All officers should frequently visit the CBR website to apply for foreign training programmes, the directive added.
