The government will soon promulgate an ordinance designed for establishing a regulatory authority to streamline private education institutions operating in the country.
Sources told Business Recorder on Sunday the education ministry bosses were engaged in drafting a law aimed at constituting a regulatory body to streamline private schools, which were not maintaining the standard set by the government.
However, it is learnt that they were facing some delay in the legislation process and it has been decided to promulgate an ordinance for the time being.
At present, the government has no control over the private schools, colleges and universities. The provincial governments have already promulgated ordinances for promotion and regulation of private educational institutions.
"We have completed our task, but unfortunately, there is some delay in the legislation process... we are being told that it is better to frame an ordinance at the moment which would be presented before the Parliament," sources added.
Under the ordinance, the government will ensure that private educational institutions especially in the federal capital will fulfil all necessary requirements like fee structure, qualification of teachers, and other recreational facilities for students.
The government wants to bridge the gap between the government and the private institutions, the sources said, adding all private schools and colleges will have to get registration certificate from the regulatory authorit.
There are numerous private institutions that are being run without the permission of the government not only charging very high fees but they are also not providing quality education.
Sources told Business Recorder the private sector would be provided matching grants for establishing educational institutions, but they will have to impart quality education.
It is worth mentioning that the Capital Development Authority (CDA) had some two years back launched a grand operation against schools, which were established in the residential areas of the federal capital.
But former federal education minister Zobaida Jalal had intervened and appealed to the Authority to stop operation against such schools.
At the moment, the CDA has lifted ban on establishment of private educational institutions in residential sectors, but they have repeatedly asked the education ministry to set a standard criterion for opening up any private school.
The Cabinet has already given a go-ahead signal to the education ministry for establishing a regulatory body to streamline private schools.
It was also informed that the government would announce several incentives for registered private institutions like those which are running on the non-profit basis would be exempted from all kinds of taxes.
