Chairman, National Reconstruction Bureau (NRB) Danyal Aziz has said Local Government system had strengthened relationship between the government and people. He was speaking to the elected representatives and citizen at Sachal Auditorium, Khairpur here on Tuesday.
About operational and political problems facing Local Government system, Danyal Aziz said unless the system enjoyed a sense of ownership by the people it cannot deliver the desired results. He spoke optimistically about the growing success of various elements of the local governance system and of the fast expanding CCB movement in particular.
NRB chairman said that sympathetic consideration was required about demands pertaining to relaxation of community equity share in women CCB projects. He urged the elected leadership to strengthen a culture of institutional checks and balances.
The creation of a district administrative cadre, as envisioned in the LGO, was inevitable for the smooth functioning of the local governments, he said adding that present system will help utilise funds for development projects equally in all sectors.
Before this system, NRB chairman said, there was no proper mechanism to use the budget and no body knew how much should be used in one city and how much in another. He said the system has brought a transparent mechanism for distribution of money and every body knows how much money he would get for development projects. It will also help to make a balanced development policy, he added.
Danyal Aziz said in past billions of rupees were wasted in development projects by change of the respective governments. Under this system everything was streamlined and transparent.
Talking about audit and accountability of money he said, there were public account committees, which were responsible for the check and balance of money. NRB has launched a programme for capacity building of public account committees so that experts from public and international sectors could guide them in technical and other issues, he added.
NRB chairman said sometimes the implementation of recommendations is weak, but NRB would reconstruct this system to ensure the implementation in proper time. Seven District Nazims, 95 Tehsil Nazims, 7 DCOs besides a large number of union councillors were present.
