Chairman of National Reconstruction Bureau (NRB) Daniyal Aziz has said that Charter of Democracy has clearly revealed that PPP and Pakistan Muslim League-Nawaz would dissolve the existing local bodies soon after coming into power and administrators would be appointed.
PPP never held the Local Bodies election during its tenure while Muslim league did not devolute the powers to the lower level. Addressing the Nazimeen at launching ceremony of Community Boards in Multan, he said that all hurdles in the implementation of new police order were being removed and judges, police officers and Nazimeens would attain training in NIPA and Administrative Staff College for this purpose and Government was spending Rs 4 billion on their training.
Daniyal Aziz stressed the need for strengthening the local bodies system so that political parties could not forget their workers. Opposition parties are highly terrified with the local councils system and now they are changing their provincial chief and manifestos before General Elections.
He said that more than 8,000 development schemes, which were initiated by political government could not be completed due to their tussle and funds of Rs 200 billion were wasted.
But now we have completed these schemes and only 400 projects are under completion. He said that this perception is absolutely incorrect that incidents of rapes during the General Pervez Musharraf's rule and said that these incidents were happening even when the assemblies or local government institutions were not existed.
He said that Provincial Finance Commission was distributing funds among the local councils very judiciously. He said that present regime wanted to bring a revolution which could end the politics of Thana and Kutchery and elected representative could pay their attention towards the development schemes, and uplifting the living standard of their masses.
He said that government wanted to bring a provincial autonomy bill in the parliament and concurrent legislation and giving powers of maximum tax collection to the provinces. In this regard a meeting is being held in Islamabad on Saturday under the chairmanship of Waseem Sajjad.
He said that "e" passbooks system is being introduced so that the poor farmers could get loans from any bank with documentation on soft terms and condition. He said that district services system, which was to be introduced in December 2005, would soon be introduced.
He said that it was delayed due to earthquake. He asked the District Nazimeen to send their recommendations for the payment of honoraria under section 39 a to the councillors particularly lady councillors. He said that number of member of Union Councils were reduced to 13 from 21 so that honoraria could be paid to all.
