The abrupt prorogation of the Sindh Assembly session on Friday angered the opposition that had requisitioned it to discuss matters of common interest pending for a long time.
Addressing a press conference in his chamber after the chairman of the session, S Iqbal Qadri, abruptly prorogued the session sine die, Leader of Opposition Nisar Ahmed Khuhro said that the treasury had no nerves to tolerate opposition. He said that the opposition had submitted 30 adjournment motions, 32 motions, 76 resolutions and one amendment for discussion.
"This is serious business to talk about issues of public interest, present amendments to make rules of business more functional and present cases of the voters but the environment in the House does not permit to act sanely. I condemn this attitude," he said.
He said that through requests for amendment the opposition wanted to make rules of business more flexible and member-friendly so that difficult issues could be taken up, discussed and legislated upon.
He said that the treasury had already planned to wind up the sitting the way it all happened. "Since Muzaffar Hussein was on leave, and the treasury did not want to proceed further, they created chaos in the House on an issue which was otherwise simple.
He said that Nasrullah Shajih (MMA) on a point of order wanted to shed light on the attitude of Punjab Government which on Thursday misbehaved with MMA and workers who wanted to proceed on a long march towards Gujrat where the 'Chaudhris' live.
Khuhro said that they were beaten up, arrested and later released, but hundreds of their supporters were still in lockup. "We demand their release," he added. This was not an issue to create chaos and prorogue the session.
He said: "Through adjournment motions we wanted to discuss the recent statement by Irsa, which had acknowledged release of less water at one time to Sindh. He said that there was the issue of Kalabagh dam whose concept paper has recently been approved by the central development working party (CDWP). Representatives of Sindh Government have agreed with it. "This clandestine move needed discussion, but the treasury avoided it," he said. Khuhro said that unemployment among educated young in the province was assuming serious proportion.
He said that recently a delegation of doctors who had cleared selection from Sindh Public Service Commission had called upon him and apprised him of their hardships. These doctors were now being asked to report to nazims of their respective districts. These nazims are asked to give them appointment orders and bind them to work there.
The delegation, Khuhro said, told him that this action was being taken after more than one year. Many of them have taken admission in FCPS and MCPS training programmes and their shifting from Karachi would not be possible. He said he wanted to place this position before the treasury for a solution.
Khuhro said that the prorogation was uncalled for and against the provisions of Article 54(3) of the Constitution and rule 18 of the rules of business of Sindh Assembly.
Senator Raza Rabbani condemned what had happened in Lahore on Thursday and said that the government should create an atmosphere conducive to the growth of democracy. He said that the denial of rights to the people of Balochistan would be disastrous.
It has already set in motion a process of alienation among them. It would increase if the government did not check it politically. He criticised the arrest of Akhtar Mengal, Habib Jalib and other Baloch leaders, and demanded their release.
