District Co-ordination Officer (DCO) Dr Muhammad Khawar Jameel attended a workshop held at District Jamshoro Office. The subject was Implementation of Public Procurement Rules 2004 in District government.
Chairman Transparency International Pakistan Syed Adil Gilani gave a detailed presentation on the new Procurement Rules. Which have been notified by the Chief Secretary Sindh to be effective from 1st November 2006 in all Public Procurements in all departments/attached departments, autonomous, semi autonomous bodies, all offices and subordinate offices of the Sindh government, District governments/TMAs/UCs and all establishments associated with government of Sindh.
All EDOs and DOs of Jamshoro attended the Workshop. Pakistan delegation also included Saad Rashid, Executive Director TIP. TIP appreciated the keen interest and efforts of Jamshoro District, for have across the board transparency in all departments of Jamshoro District in general, and in the tendering process in particular. The main revisions in the procurement procedures were highlighted, and the necessity of All Risk Policy Insurance for all contracts for 115 percent of the value of contract, and the pre qualification was explained by TIP.
The participants were informed that under the new rules, the culture of enlisting has been stopped, and negotiations with the Lowest Responsive Evaluated Bidder in all contracts including consultancy contracts have been declared as misprocurement.
TI Pakistan offered to establish and maintain for one year the Web Site of Zila Jamshoro as part of the process of transparency and good governance, and a complaint centre, replication of TI Pakistan Projects at Gulshan and North Nazimabad Towns at Karachi. Dr Muhammad Khawar Jameel instructed officials to ensure application of the PPRA rules so that only sound experienced and reputed contractors awarded contracts.
