The Central Board of Revenue (CBR) has reduced customs duty on a number of raw materials, inputs used in the manufacture of finished products including gypsum board, lead glass tubing, cables/conductors and other goods.
Duty has also been curtailed on the import of cement bulk semi-trailers and 'off-highway dump trucks of 320 hp and above' for cement industry.
The board has amended SRO.565(I)/2006 through a notification issued on Thursday. According to the notification, zero-percent customs duty would be applicable on the import of Copper Cathode and aluminium ingots used in the manufacture of cables and conductors.
Zero-percent duty would be applicable on the import of "Front cabinet and transformer (HS code 8504.3100)" used in the assembly of computer monitors. The concessional rate of 10 percent duty would be applicable on the import of Super Absorbent Polymers (HySorb R7061) used in manufacture of Diapers and sanitary napkins.
Zero-percent duty would be collected on the import of "Abamectin", an active ingredient for pesticides registered by the Department of Plant Protection under the Agricultural Pesticides Ordinance, 1971(II of 1971). This is used in the manufacture or formulation of agricultural pesticides.
The concessional rate of 10 percent duty would be charged on the import of Ethyl Alcohol (PCT Heading 2207.1000), which is a raw material for manufacture of Technical Grade Emamectin Benzoate (registered by the Department of Plant Protection).
Zero-percent duty would be applicable on the import of other raw materials for manufacture of Technical Grade Emamectin Benzoate. These items are Diatomite (2507.0000); Phosphoric acid (H3P04) 2809.2010; Sodium borohydride (NaBHB) 2850.0000; Dichoromethane (methylene chloride) 2903.1200; Allylchloroformate (Esters of Acrylic Acid) PCT heading 2916.1200; Trifluroacetic Acid (2915.9000); Palladium 3815.9000; Isopropyl Acetate (2915.3990); Benzoic Acid (2916.3110); Phenyl Dichlorophosphate (2920.9090); Dimethyl Sulfoxide (PCT heading 2930.9099); Tetramethylethylene Diamine (PCT heading 2921.2990); Heptamethyl disilazane (2921.2990) and zero-percent duty would be charged on the import of 1-methyl propyl-25-1- methylavermectin.
The board would collect 10 percent concessional duty on the import of Nitrocellulose used in producing printing ink. Concessional rate of 10 percent duty would be charged on the import of raw materials used in the manufacturing of Gypsum Board. The inputs are: Gypsum Board Paper; Glue: Adhesives based on polymers or rubbers; Screen Adhesive; Other surface active Agent: (Foaming Agent); Surface active agents; Plastic film (Shrinkable); Polyester base film/polyester film-uncoated and BOPP film (Metalized Capacitor Grade).
Zero-percent duty would be applicable on the import of raw materials used in the manufacture of Lead Glass Tubing. The raw materials are Led Silicate; Potassium Nitrate; Potassium Carbonate; Borax and Aluminium Hydro Oxide.
Ten percent concessional duty would be applicable on the import of raw materials used in the manufacturing of Scratch or Magnetic Strip Cards. The raw materials are PVC in Sheet form; PVC EVC with Magstrip HiCO; PVC EVC with Magstrip- LoCo; PVC EVC without Magstrip HiCO; Rigtid PVC; PVC Sheets; PVC Magstrip -HiCO; PVC Overlay 50 micron; Paper Board; Scratch Labels: Silver Labels; PLFW401; PLNC1; Gray Scratch off Panel; Pet Roll Laminates: Entreoise Lamination; Polish Guard Inks: Graphicard Gold and Graphicard Dazzling Silver.
Through an SRO.41(I)/2007, the CBR will collect minimum 5 percent customs duty on the import of 'off-highway dump trucks of 320 hp and above' by cement manufacturers. This is subject to the condition that the trucks shall be registered as off-highway dump trucks. Registration details shall be furnished to the Collector of Customs within three months of the clearance and these shall not be sold otherwise disposed of within next 10 years of clearance except to other cement manufacturer with prior approval from the Collector of Customs concerned.
Five-percent minimum duty would be charged on the import of cement bulk semi-trailers, without prime movers. If imported by the cement manufacturers subject to the condition that these shall not be sold or otherwise disposed of within next ten years of import except to other cement manufacturers with prior approval from the concerned collectors of customs.
The CBR has also imposed 5 percent regulatory duty (RD) on the import of Emamectin Benzoate in addition to the normal duty applicable on the import of this item with immediate effect.
The board has issued an SRO.44((I)2007 to levy RD on the item falling under Pakistan Customs Tariff (PCT) heading No 3808.1060. The measure would provide tariff protection to the local industry discouraging dumping of the product.
Through an SRO.43(I)2007, the board has exempted customs duty on the import of aluminium ingots falling under PCT heading 7403.1100 imported during July 18, 2006 to January 18, 2007.
