The Leader of the Opposition in the National Assembly Maulana Fazl-ur-Rehman on Saturday charged the federal government of violating agreement with the provincial government. He said that it was agreed that none of the party would challenge the decision of arbitration tribunal in case of NWFP-Wapda dispute.
After a function held under the auspices of Qadhafi International Development Foundation, Maulana Fazl said that the moving of judiciary by the federal government against the decision of the tribunal, he said had violated the agreement reached between the provincial and federal governments.
The Arbitration Tribunal constituted by the federal government with Justice (Retd) Ajmal Mian was mandated for the resolution of the longstanding dispute between NWFP and Wapda over net profit on hydropower generation.
The tribunal after hearing the arguments of both NWFP and Wapda announced its decision on October 9 last year and payment of Rs 110 billion to the province in head of net profit. The Wapda was bound to pay the first tranche of Rs 22 billion on January 9. He said that the moving of judiciary by the federal government against the tribunal decision was tantamount to the negation of constitutional rights to the federating unit.
Denouncing the federal government opposition to Hasba Bill passed by the provincial assembly of NWFP, he said that the legislation has been made in the light of Qur'aan, Sunnah and constitution, but it was dragged into courts. But, on the other hand he alleged that unIslamic and unconstitutional bills, he said were being enforced after passage from the legislature.
In response to a question, Maulana Fazl-ur-Rehman said that the enhancement of the powers of political agents in tribal area was liable to unleash of more cruelties on the already suppressed tribesmen. He said that complete peace prevails in Waziristan. However, he alleged that some elements were bent upon to sabotage the peace agreement for appeasement of the United States.
Criticising the decision of mining and fencing of Pak-Afghan border, he said that it would divide a number of families as well as creating a number of disputes. He called for inclusion of locals in the proposed Afghan jirga while allied forces in Afghanistan should make efforts for reconciliation.
To a question regarding the re-election of President General Pervez Musharraf by the sitting assembly, the leader of opposition said one assembly could not elect a president twice. "The opposition parties should join hands on one platform for resist this plan of the military government," he urged.
Earlier, addressing the function, Maulana Fazal-ur-Rehman said that MMA and its provincial government in NWFP fully encourage the activities of all those non-government organisations, which truly serving the humanity. However, non-governmental organisations, which are working against Islam in the name of service and taking benefit of the poverty, would be resisted in the province.
Regarding Qadhafi Development Foundation, he said it is Islamic organisation serving humanity in the light of Qur'aan and Sunnah. He said that the organisation extended maximum assistance in the rehabilitation of the affectees of October 8, 2005 earthquake in Hazara and Azad Kashmir.
