The government of Sindh is working on a project for designing and implementing an Integrated Comprehensive Security System for the designated high security zone (HSZ) of Karachi City.
In this regard, the Sindh government has required the services of professionally qualified and experienced consultant having expertise in security issues for designing and implementing the security system for the proposed project till February 13, 2007 to home secretary, Sindh, sources told Business Recorder.
Under the Terms of Reference (ToR), the sources said that the consultant so selected, will study, survey, assess and analyse the security environment within the designated high security zone, proposing security solutions that can make the selected area safe and secure from any act of terrorism, sabotage or any other unlawful, anti-state activity.
The proposed solution should have the capability for future integration, expansion and scalability, as the security system is planned for the remaining parts of the Karachi City.
The consultant will also arrange for capacity building and specialised training of the police and law enforcement personnel with reference to the management, handling and operation of the proposed security system, the sources said, adding that the consultant will develop the security system in close co-ordination and supervision of Capital City Police Officer Karachi, Sindh Police, Home Department and City District Government.
The system should incorporate the latest technology in Access Control, Surveillance, Crowd Management, Crime Management, Explosive and Bomb Detection, Traffic Management, Early Warning, Command & Control and Emergency Response.
The consultant will also be required to evolve a Crisis and Disaster Management System within the designated high security zone. The intending individuals, companies, firms, or organisations applying for consultancy shall not be eligible to participate in any manner whatsoever for the supplying of any goods and services pertaining to the designated high security zone and are debarred from competing with other pre-qualified bidding vendors for that purpose.
According to the sources, firms/companies shall be evaluated on the basis of their organisational standing, experience and expertise in the field. Moreover, firms/companies having international work experience shall be given preference. The consultancy fee shall be negotiated with the successful bidder.
