The Zila Naib Nazim Hyderabad Zaffar Rajput has said that district government Hyderabad was investing billions of rupees for re-construction and restoration of old glories of Hyderabad and to convert it into a modest district of the country. This he said while addressing 27 members delegation of Taluka Council Mansehra at Zila Nazim Secretariat Hyderabad on Saturday.
Addressing the participants of the delegation who were on their study tour of different districts of Sindh, Zaffar Rajput said that Hyderabad was a historical city and had been remained capital city of Sindh as such it possess rich historical and cultural heritage.
He said that unfortunately being city of opposition, Hyderabad had been continuously ignored by the former rulers and no development works were carried out to facilitate day by day increasing population of the city thus creating many problems for the citizens.
He said that the present district government through its own resources and assistance from federal and provincial governments has launched an integrated development plan and was implementing mega development project at the cost of billions of rupees which include construction of filter plants, new water reservoirs, roads, flyover bridge, laying of new water supply and sewer lines, development of public parks, playgrounds and strengthening TMAs to enhance their capacity and ensure better municipal services and added that development works of these projects were in full swum and after the completion of these projects, Hyderabad would be converted into a modest district of the country.
While talking about newly introduced devolved system of government, the Zila Naib Nazim said that it was one of the best systems of the government that has empowered the people to get their problems solved at the gross root level. Besides it has provided different development platforms to ensure participation of people and their representations into development process. He placed the example of Citizens Community Board (CCB) and role of Nazims and councillors in development activities up to union council level in this regard. However, he was of the view that complete know how of SLGO to the elected members was very much essential to make the system more effective. He said that district government Hyderabad was the first district in the country that has given full training to the elected representatives of local bodies from its own resources to ensure efficient deliveries to the people in transparent manner under this system. He said that due to these efforts, many Nazims and officers of the district government Hyderabad has got expertise in different development works. He offered technical assistance for ongoing development works for reconstruction and restoration of Mansehra.
The Taluka Nazim Hyderabad city Javed Jabbar while sharing the experience of his TMA said that it was first time that not only the capacity of the TMAs of the district has been enhanced to deliver municipal services to the citizens under this system of government but also each UC of the district has been equally brought into the development network without any discrimination. Taluka Nazim Latifabad Engineer Sabir Hussain Qaimkhani in his briefing said that his TMA was trying its best to generate the income of TMA by reforming taxation system. He said that recently he has introduced ticketing system to get penalty from the violators of municipal rules and streamline the garbage lifting system. Besides, solid waste sweeping and lifting of eight UCs of his TMA has been privatised.
He said that it was also first time in the history of Hyderabad district that his TMA has installed high tower sodium lights at the Chowks of main arteries. However, Sabir Hussain Qaimkhani was of the view that participation of people was very much essential to make each development project successful and sustainable. Taluka Naib Nazim Qasimabad Haider Shani also spoke on this occasion and informed the delegation from the experience of his TMA.
Bashiruddin Tanoli, Taluka Naib Nazim, Taluka Mansehra who was leading the delegation addressing the meeting informed that district Mansehra having total population of 1.6 million was comprised on three Tehsils, namely Mansehra, Balakot and Oghi. He said that out of 59 union councils of his district, 36 union councils belongs to TMA Mansehra with total population of 0.8 million. He said that after the destruction of earthquake, the reconstruction and restoration of Mansehra was the main challenge being faced by his TMA, adding after the earthquake disaster, migration of rural people towards urban area has been increased thus it has multiple the residential sanitation and water supply problems for his TMA. He said that his TMA has not a cosmic field for tax collection except touristy sides but same were also destroyed due to earthquake. He said that due to the joint efforts of local & foreign donors, federal & provincial governments and NGOs, the situation has been brought under control and was returning to the normal position.
Lauding the relief services rendered by Khidmat Khalaq Foundation for the earthquake victims at Mansehra, he said that it has created good impression for the foundation among the people. He said that devolved system of government was not new but it was being experienced in different shapes since last 200 years and termed it as a very effective system for the development at gross root level. However, he said that implementation of SLGO in latter & spirit was needed to make it more success. He on behalf of the Mansehra Council invited the Nazims and councillors of district government Hyderabad to visit Mansehra and share their experience with their counterpart at Mansehra. Later, the traditional gifts from both sides were exchanged to make the visit as memorial.
