The Civil Services in Pakistan should undergo a review to bring an updated and more responsive structure to meet the requirements of public sector as well as business community.
This observation was made by Associate Trainer, Civil Service College, International Division, Singapore, Victor Kow while talking to Business Recorder here on Friday. Victor Kow maintained that Civil Service structure in Pakistan was modified from British system to meet local needs.
He was of the view that Pakistan is enriched of human as well as natural resources and need of the hour is to properly channelise these resources for achieving the goals of integrity, service and excellence. Victor Kow who is also consultant in HRM and Management practices is currently visiting Pakistan to impart training to civil servants at Management and Professional Development Department (MPDD) in collaboration with Punjab Resource Management Programme (PRMP).
Answering a question, he said that Singapore has developed new technology in water treatment by recycling wastewater. A number of developing countries have shown interest for getting this technology from Singapore.
"People in Singapore are much focussed in strategic as well as economic development areas. We have set goals for providing excellent services in both public and private sectors," Kow said. He further said that Singapore government is very pro-business. Registration of a business concern is made speedily while tax incentives are given at the start of new businesses, he added.
Financial centre, petrochemical centre, life science research and IT products are essential areas of economy in Singapore, he added. Talking about Life Sciences, Victor Kow said that efforts are under way to develop Singapore into regional hub of research and development in Life Sciences.
