Ijaz A. Khokhar, Chairman Pakistan Readymade Garments Manufacturers & Exporters Association (Prgmea) has condemned the decision taken by the National Textile Strategy Committee (NTSC) on commerce headed by MNA Iqbal Muhammad Ali Khan which has approved Trade Organisation Bill 2006 aimed at abolishing fake and dummy trade organisations.
Ijaz said that standing committee meeting was not attended by all relevant stakeholders including officials of ministry of commerce and that the law had not been formulated in consultation with the business community.
A notification in this regard was under active consideration to declare such legislation tantamount to interference in the smooth affairs of the respective associations particularly those engaged in textile value added products export because the manufacturing processes, procurement of accessories, employment of skilled workers etc was completely different from manufacturing and exporting woven garments knit dresses, towels exports, household spreads, working garments.
The merger of associations representing a particular process with those having completely different manufacturing processes will be disastrous. It appears that bureaucracy is not concerned as to how to help the ailing manufacturing units fighting for survival against unbelievable stiffer competition from the competitors but the guidance through theoretical answers is completely uncalled for.
The chairman said that another important issue was research & development facility. It should continue at the existing rate for the next two years so that the business planning continues by quoting long term prices to the buyers, the statement added.
