Insufficient funds, lack of infrastructure and shortage of PhD teachers are some of the problems hindering promotion of research-based education in the country, said Director (Colleges) Rawalpindi, Professor Saadullah while talking to reporters.
Because of insufficient salary structure, PhD qualified people prefer administrative jobs to teaching in colleges, he said adding that the Prime Minister had last year announced promotion of college teachers to next grades but only university teachers were promoted depriving the college teachers of this incentive.
He said at present about 300 posts of lecturers and associate professors were lying vacant in Rawalpindi and concerned authorities were time and again asked for filling up of these posts but of no use. Now the provincial government has sent its demand to Punjab Public Service Commission for appointing college teachers, he added.
He said college teachers were being recruited on contract basis during the last four years and the matter for confirmation of contractual teachers is still pending.
