The Central Board of Revenue (CBR) has approved the customs restructuring plan for proper working of customs officials at Model Customs Collectorates under the on-going reform process. Sources told Business Recorder on Friday that the CBR had taken the decision in the last meeting of the board-in-council to restructure customs department.
It was also decided to give double pay package to the officials/staff to be deputed at the Model Customs Collectorates under the Internal Job Posting (IJP) process. Customs authorities had presented the plan before the council, which was duly approved, on detailed review by the tax managers. According to sources, the plan was approved taking into account the observations of the customs department.
The board had already agreed to establish two offices of the Director General, Customs at the provincial level to administer customs related matters and carry out day-to-day operations in the field formations.
It has been decided under the reforms to establish Director Generals, Customs covering vast areas for administration of customs at the lower level. These DGs, Customs would not replace any office, but work as competent authority to administer customs related issues at the level of collectorates. Sources said that the board would issue a notification stating jurisdiction, powers and functions of the Director Generals, Customs under revamped organisational structure.
According to the proposal, there shall be two Directors General/Chief Collectors of Customs; one for Customs Collectorates falling in Sindh and Balochistan provinces and other for Customs Collectorates falling in Punjab and NWFP provinces and Northern Areas.
They shall be called as Director General/Chief Collector of Customs South Region and Northern Region respectively. The Director General (Customs) shall hold jurisdiction over the collectorates of customs falling in his region.
