CBR official dismissed

The Central Board of Revenue (CBR) has dismissed from services Muhammad Khalid Khan, Second Secretary, CBR (HQ) Islamabad under the Removal from Service (Special Powers) Ordinance, 2000. According to a notification issued on Saturday.
The board has initiated disciplinary proceedings under Ordinance, 2000 against Khan, a BS-18 officer of Income Tax Group, on account of inefficiency and misconduct.
He officially proceeded abroad (UK) under Professional Development Programme of Establishment Division, as the training was notified as deputation. The training was completed on September 30, 2005. Instead of joining duties, he requested for grant of 679 days leave ex-Pakistan. Before proceeding abroad he had submitted an undertaking that he would not apply for leave or seek admission after completion of his training programme.
Since his training was processed by CSRU, Establishment Division, therefore, CSRU Establishment Division was requested for views/advice regarding grant of 679 days leave ex-Pakistan. The CSRU Establishment Division opposed grant of long leave.
He was requested to resume his duties immediately by December 31, 2006 failing which disciplinary proceedings under Ordinance, 2000 would be initiated.
In response to the Board's letter, he represented either for grant of 678 days leave ex-Pakistan or he may be posted in Pakistan Consulate at Sydney, Australia. His representation was again forwarded to CSRU, Establishment Division for views/advice, but the division reiterated its earlier stance. He was again requested to resume his duties immediately or face disciplinary proceedings.
Secretary General Revenue Division issued show cause notice on February 22, 2007, but he did not respond to the notices despite the same was served through his e-mail.
Thereafter, a final show cause notice was published in the leading newspapers, but he again did not respond to the notice despite lapse of stipulated time. He remained absent from duties since October 1, 2006. He did not honour to his written undertaking submitted before proceeding abroad that he will return and serve the department for at least 5 years after completion of training/deputation abroad.
The competent authority, after examining entire record of the case and to maintain discipline in the department which is undergoing reforms, has left with no choice but to proceed ex-parte and has imposed major penalty of "dismissal from Service with the recommendation that amount incurred on his training may also be recovered from him", notification added.
