Five-year President Education Sector Reforms (PESR) project which will cost over Rs 24 billion will be launched in all parts of the country with a purpose to provide basic facilities in thousands of schools from primary to elementary level.
The prime objective of the projects is to universalise primary education by providing missing facilities in selected districts schools throughout the country. Under the project an additional space would be created for primary education and for absorption of the output of primary education at elementary and secondary level.
The official sources said that the project will start in 2007 and will continue till 2012 in all the four provinces, FATA, FANA, Northern Areas, Azad Jammu and Kashmir. The project was approved by CDWP in its recent meeting and forwarded to the ECNEC for final approval.
According to the official sources under the five years plan, the missing facilities in schools throughout the country will be provided in collaboration with Pakistan Army, provincial governments and district governments. The plan also included the introduction of computer education, laboratory facilities at elementary level.
In view of the capacity constraints, schools and districts may be assigned priority with reference to the level of deprivation, the sources told the APP.
The Federal Ministry of Education through Federal Project Monitoring Unit (PMU) will release the funds to the Army to provide missing facilities. The funds will be utilised by the Engineering Corps according to the financial mechanism vetted by the Department of the Auditor General of Pakistan.
The monitoring and supervising agency will have close watch on the work of the contractors and be responsible for quality work in time and as per specifications. Monthly reports will be provided to PMU while Provincial/District authorities will also be involved in monitoring and evaluation.
Number of schools in different parts of the country lack physical facilities that includes, 53481 schools without boundary walls, 46766 without drinking water, 81633 without electricity, 57216 without latrine, 9776 schools are even without buildings.
The province of Punjab lacked physical facilities which included 18,339 schools without boundary walls, 13690 without drinking water, 32189 without electricity, 22206 without latrine and 3433 schools without buildings.
According to the education census conducted in 2005, in Sindh 14,838 schools are without boundary walls, 11,586 without drinking water, 22149 without electricity, 12842 without latrine and 4001 schools without building.
In NWFP 9,014 schools are without boundary wall, 9,774 are without drinking water, 13,716 schools are without electricity, 10,392 are without latrine and 1,214 schools are without buildings.
In Balochistan 5,447 schools are without boundary walls, 5,621 without drinking water, 6,950 without electrify, 6,137 lack latrine facility, and 585 schools do not have buildings. In Federal Capital the same facilities are also missing in certain schools including 51 without boundary wall, 32 without drinking water, 20 without electricity, and 39 without latrine.
In FATA 1,275 schools without boundary walls, 2,013 without potable water, 2,045 without power, 2,079 without latrine and 292 without buildings. In Azad Kashmir 3,769 do not have boundary wall, 2,965 without drinking water, 3,531 without electricity, 2,783 without latrine and 215 schools without building.
