The Civil Aviation Authority (CAA) has recently embarked upon a mega change with the support of the Defence Ministry in structure, work ethics, environment and skill enhancement with a view to achieving long cherished goal to be the best in class in the aviation industry.
In this regard, the restructuring process started in October 2006 by the present Director General Farooq Rehmatullah, as it was the requirement to put the CAA on the track to meet challenges of the future, said a CAA spokesman in statement here on Sunday.
The restructuring process started after approval of the CAA Board chairman by selecting structural team from amongst the Authority's officials and seeking the services of the Lahore University of Management Sciences as outside facilitator for a four-track strategy to make it an organisation with repute of a world class service-provider in the aviation industry.
The CAA's four-track strategy includes organisational strategy, cultural strategy, structural strategy , and reward strategy.
First strategy was completed after having conducted three workshops of senior and selected general managers and directors of the CAA to identify the core activities and formation of various pillars, crafting of mission statement, establishing of vision for the future and establishing core values for each and every member of CAA. The exercise concluded in the formation of initial structure in January and February 2007. This process was achieved through interaction between the restructuring team and all directors.
According to the spokesman, the entire restructuring process was initiated with the consensus of all CAA employees. In this regard, DG CAA along with Brig Pervaiz Bashir Nawaz Khan (Retd), Regional Director (North) CAA directly interacted with CAA employees at Headquarters as well various airports.
The second phase was the presentation of this new structure in a CAA Board meeting held in January 2007. The presentation was made by the Regional Director (North) head of the restructuring team for almost three and half hours. The agenda item of the restructuring was unanimously approved by the Board.
In the second phase, the restructuring approved plan was presented to Defence Minister Rao Sikandar Iqbal and Minister for State for Defence Asjad Malhi. It was also presented to Parliamentary Secretary Major Tanveer Hussain Syed (Retd). It is worthwhile to mention here that all the chief executives of the Defence Ministry supported the process in its totality and lauded the performance of the CAA.
