Sindh High Court on Friday issued notices to Sindh Chief Secretary, Education Secretary and Home Secretary on former Karachi City Nazim petition against illegal appointments in provincial departments.
Naimatullah Khan submitted before SHC division bench comprising Justice Musheer Alam and Justice Zia Pervez that people of Sindh were facing great hardship due to non-availability of government jobs as recruitment is banned for last many years.
Despite ban workers of ruling Pakistan Muslim League (PML-Q) and Muttahida Quami Movement (MQM) were being secretly provided jobs in government departments while eligible persons are completely ignored in violation of Article 199 of Constitution as well as fundamental rights.
His counsel Abdul Waheed stated that government job opportunities were available only to activists of ruling party, its ally and if any qualified person tried to get job he had to pay huge bribe to high officials for the same. He said that according to reports PML-Q and MQM distributed their 50 percent each quota in government jobs, which was illegal, unlawful and against Constitution.
Naming Sindh Chief Secretary, Home Secretary and Education Secretary and others the petitioner requested to direct them to submit list of appointments made in last five years with brief description, policy and procedure adopted for these illegal appointments. He sought direction for respondents to make all appointments on merit through Public Service Commission under supervision of SHC and in accordance with Constitution.
It was also requested to take action against those who violated rules and regulation and Article 199 by making appointments on political basis. The bench after preliminary hearing issued notices and adjourned matter for date in office.
