The Directorate of Intelligence and Investigation, Karachi, had detected 25 cases involving evasion of customs duty and taxes to the tune of Rs 620 million during financial year 2006-07. A Summary of these cases, provided to Business Recorder here on Saturday.
-- In three cases, certain manufacturers had imported spare parts for tractors and misdeclared the same as CKD kit for tractors, involving evasion of customs duty/taxes amounting to Rs 163 million.
-- Two cases were made out against car manufacturers for non-inclusion of 'Running Royalty and Technical Assistance Fee - (RR & TAF)', paid to their principals, in the customs values of their imported CKD kits. These cases involved an amount of Rs 110 million.
-- In one case, non-payment of additional customs duty amounting to Rs 170 million leviable on the import of spare parts for automobiles was pointed out to the concerned customs collectorate for reconciliation and recovery of evaded government revenue.
-- In another case, an amount of Rs 30.7 million was pointed out to the concerned collectorate being inadmissible exemption from payment of sales tax granted under an SRO.
-- The Directorate, which is headed by Fazal Qadir Qalbani, carried out investigation into the affairs of Bawan Shah Group of companies, Karachi, and 16 cases involving duty/taxes of Rs 194.4 million were made out against the said group regarding misuse of Duty and Taxes Remission (DTRE) Scheme/fraudulent and phony exports.
-- In another exercise, Regional office, Karachi, pointed out 66 cases of imported consignments where clearance customs collectorates failed to apply valuation rulings issued by the Directorate General of Valuation. An amount of Rs 8.5 million was pointed out as short paid duty and referred to the Customs Valuation Directorate for audit and recovery.
-- A case of misclasification of imported chemicals was also made out during the same period. The evaded amount of duty/taxes was worked out to Rs 87.8 million.
SALES TAX CASES: In the area of sales tax, 21 cases were detected during last financial year, involving an amount of Rs 1362.3 million. Out of these cases, 19 related to inadmissible refund of sales tax obtained by the sales tax registered persons on the basis of fake and forged documents/invoices involving an amount of Rs 1354.9 million.
During the period, two cases of unregistered units making taxable supplies were also unearthed, and an amount of Rs 7.5 million was worked out against these units, as being evaded sales tax.
ANTI-SMUGGLING OPERATIONS: During this period the Directorate carried out anti-smuggling operations with full force based on specific information. A total of 64 cases of seizures of smuggled goods were effected during the year, with a cumulative value of Rs 134 million.
The goods seized included non-duty paid vehicles, smuggled POL products, tea, etc Qalbani suggested to the people to cooperate with customs by way of informing about the illegal and smuggling activities of culprits so that an iron hand be applied to curb and root out this menace from society.
He has assured that not only the names of the informers will be kept secret, a handsome reward would also be paid to the informers, on maturity of the information.
