It seems unjustified to allot 10% quota for women in CSS which otherwise is the fair process of selection of civil officers. The new system is in violation of Article 27 of the constitution according to which there should not be any discrimination on the basis of religion, race, caste, sex, residence or place.
The women quota is a sex-based discrimination. This would have been fair if and only if they were deprived of the rest of 90%. I think women of Pakistan are competent enough to compete with men in open and fair way rather than taking refuge in quota system. The fair sex should be encouraged to compete in the CSS exams without any undue benefit or patronage. Almost 80% of male candidates dream for police group and it is their top most priority. So with this quota system it had become more difficult for male candidates to get their desired group.
With Punjab domicile one needs to be in top 20 to 30 in order to get police group. Punjabi males are the most affected of this new quota system. If Federal Public Service Commission (FPSC) is urged to make divisions on the basis of quota then Punjab should also be divided into urban and rural portions as it is in Sindh. Cholistan (Bahawalpur Division) comprises a big portion of Punjab and is considered to be a deprived and backward area.
But the students of this area are talented yet deprived of many facilities which students of other cities of Punjab are enjoying. There should be a separate quota out of Punjab's 50% for the candidates appearing on a domicile from Cholistan area.
