Sindh Revenue Department will establish a "legal cell," comprising six officers to deal with the cases pertaining to the departments' land in the courts of law as the government has already suffered loss of billions of rupees after losing such cases in courts during the recent days.
Sources in the Revenue Department told Business Recorder on Wednesday that major reason of losing the cases was the negligence of Mukhtiarkars in maintaining the records of court proceedings and to follow the cases in the courts in a suitable manner.
To overcome this problem and to maintain the record of court proceedings, the department has decided to establish a legal cell to avoid further loss of cases in future, they added. A meeting held last month to review the causes of high ratio of loosing the cases with Sindh Revenue Minister Dr Irfan Gul Magsi, suggested setting up of the cell, the sources said.
According to details, Sindh Land Utilisation would float a summary for the establishment of the proposed cell, which would comprise six officers, including four from the City District Government Karachi (CDGK) and two from interior Sindh.
The minister, during the meeting, said that the summary should contain a proposal about recurring expenditure on day to day working for preparation of comments and for hiring private advocates.
During the meeting, the Mukhtiarkars and other functionaries of the Revenue Department, who received court notices, were asked to inform the Executive District Officer (EDO), Revenue; District Officer (D.O), Revenue, and Advocate General, Sindh, about the court notices and cases.
"A court register must be maintained by all Mukhriarkars, comprising information about date of notice from the court, name of the petitioner and date of hearing in the court. The meeting said that the same register would be countersigned by the concerned DDO, Revenue, and DO, Revenue, once a month and after three months respectively.
All the cases of banking court be furnished to the Officer on Special Duty (OSD), Land Utilisation Department, within 15 days and later on a comprehensive report be submitted in one month to the member of Land Utilisation, the sources said.
The sources said that the proposed legal cell would oversee the legal proceedings in the courts regarding the cases of the Revenue department. It is hoped that ratio of losing cases due to negligence of concerned officials of the Revenue Department would decline after establishment of the cell, they added.
