Nazim Karachi Syed Mustafa Kamal has warned that such employees and officials, who are not punctual on duty and disinterested in work, would be removed from service.
He asked all the EDOs that besides preparing departmental planning also compile the list of such employees, who are irresponsible in the performance of their duties or are irregular, for termination from service.
He was addressing a meeting of MD Water Board Ghulam Arif, Chief Controller of Buildings Rauf Akhtar Farooqi and all CDGK EDOs here on Sunday night. During the 4-hour long meeting, better planning and strategy to provide improved services to people and transforming Karachi into a beautiful modern city, came under consideration.
MD Water Board, CCOB KBCA and all EDOs presented suggestions with regard to their respective departments and considered at length various proposals to make them more activated under a planning. Nazim Karachi told that all the departmental heads are to work as an organiser to create a feeling of a strong and moving organisation. Therefore, EDOs should develop a second leadership in every department so that entire working dependence does not remain restrict to EFO, he said.
No world mega city is faced with problems merely because of population pressure. Nor the cities of such level are faced with resource constraints, Mustafa Kamal pointed out and added that Karachi is Pakistan's biggest city with a population of 17 million. It is the country's business hub and plays an important role in the economy.
He said the government of a city of 17 million should not have the feeling of need for any financial help. But the problem is that its departments had not yet started functioning with complete planning.
Mustafa Kamal asked whether it is not a fact that the development works carried out during the last 2 years were more than what was done during the last 58 years and city government officials do have an important role in it. But all these works are being carried out on war footing while in a good organisation, all works must be done under a plan. He gave all the departments the task to prepare their 2, 4 and 10 year plans and then work by keeping the same in view.
"The correct determination of direction for the departments is that they should know as to what they have to do during the next 6 months and what works they have to complete or start during the next 2 years".
He asked EDOs to prepare plans of their respective departments and give him a briefing so that this city achieves progress in every field and its citizen gets every facility.
He directed all EDOs to bring improvement in the discharge of responsibilities for further improvement in the department's performance, activate their sub-ordinate officials and highlight the concept of "saza and jaza". The officials doing good work should be rewarded and inefficient and non-punctual ones should be removed from service and replaced with experienced and educated people on contract.
Nazim Karachi told the EDOs that steps will have to be initiated to run the city government professionally as an organisation so that citizens are served better. He asked them to bring talented employees forward and determine the target as to how they would like to see Karachi during the next 5 years.
