The corrupt elements have become more influential on basis of wealth accumulated through illegal means. Corruption has become a way of life and society has drifted away from the fundamental values, which rapidly increase the social crimes and disharmony across the country.
This was stated by Major General Mukhtar Ahmed, Director General, National Accountability Bureau (NAB) while addressing the seminar on "Measures for the Prevention of Corruption and Corrupt Practices," Seminar was organised by NAB at Arts Council here on Thursday.
He said that country had badly effected by corruption and money had become social power of the society, which caused to boost the mad race for accumulation of wealth through malpractice.
It has undermined every aspect of our life. It has driven our society away from our religious norms and values apart our social structure, promote disharmony, gives birth to hatred and social crimes. The present dysfunction of our systems is a direct outcome of the prevalent corruption in our society, hence, we need to consider and find ways and means to combat it, he added.
While expounding corruption, Mukhtar said there were many reasons for prevailing corruption such as need to make two ends meet, lust for more and more wealth, mutilation of justice, disregard of merit, alien social and cultural values, disoriented political system, imbalance economic structure and out-dated laws.
Therefore, frustration, extremism, suicides, crimes, immoral activities, directly or indirectly are the by-products of corruption, which are effecting social, political, economic, cultural, religious and education sectors.
He expressed fear that if stern action would not be taken to eradicate corruption completely from grass root level, future of Pakistan could be in peril.
"Corruption is a social evil, it is not only to be eradicated with joint efforts of every segment of society as well as government departments, therefore, we need to realise our obligations and responsibilities," he added.
Awareness of the masses against corruption is the best way to combat it, whereas enforcement may be resorted as a last tool and seminar is one of the steps of our awareness and prevention drive against corruption, he hoped.
The corruption is prevailing in all government departments, but four important departments included Police, Health, Education and Housing have been picked because these are effecting public directly, he apprised.
Niaz Ahmed Siddiqui, Additional Inspector General Police, Sindh, Syed Anwaar Haider, Senior Member Board of Revenue, Mehtab Akbar Rashdi, Former, Secretary Information and Dr Tipu Sultan have addressed the seminar, while a large number of governmental and non-governmental representative and students were also present on the occasion.
POLICE Niaz, speaking next said that society was never facilitating disable segment to spend their lives in a positive manner but creating hurdles between their survival, which caused to transform them as rebellions against norms, customs and religious values, hence, corruption should treat as social phenomena.
He defined corruption as need base corruption and greed base corruption and described need base corruption as absence of livelihood opportunities had increased poverty in the society by which common man was compelled to involve in illegal means for earning bread and butter to his family.
Whereas, greed base corruption was not being adopted by social need but when a person wanted to earn more and more for lucrative and luxurious lifestyle with all amenities.
MEDIAL Dr Tipu said that corruption had become menace to the country, which damaged social integrity and soldiery of a nation and added that legislation, judiciary and proper execution of laws were pillars of every developing state.
He said that Pakistan has become second most corrupted country in South Asia, and stood at ninth position in the world, however, no serious measures had been taken to eliminate it on a wider scale. He apprised that out of 100 thousand children 500 children was dead during their birth due to insufficient number of doctors in a country.
According to survey report a single doctor has to entertain 2,300 patients to fulfil the requirement of whole population besides that only 947 hospital are serving their service to whole nation. Mehtab said that due to lack of patriotism, society was feeling pride to earn unlawful money and education sector was being ruined by corruption.
She said that implementation of laws were not practiced, which caused to encourage culprits to use sanction money for the development of education system for their personal motives.
She urged that civic society and government should take collective efforts to eliminate corruption, which was menace to the society. Meanwhile, Rauf Siddiqui, Minister of Culture, Tourism and Social welfare, has joined the seminar as chief guest.
Anwaar said that the shortage of houses have raised upto 60 millions, which rapidly increased by one million per annum. He said that 27,700 houses were being constructed per annum by private and public sector, which caused to increase encroachments and slums in a various parts of a country.
Corruption is lesser in housing sector than other department but gradually increase day by day, which creates hurdles in development works across the country besides hindering in a way to empower common man as owner, he added.
Rauf Siddiqui while concluding the seminar said that corruption could not be eliminated until the self-realisation and self-judgement will be conducted by own-self.
He said that anti-corruption measures must be implemented without any discrimination, which could only possible, when collective efforts would be initiated by civic society and government departments to eradicate corruption in the country.
