The Ministry for Women Development (MWD) has completed the task of establishing women crisis centres in Karachi, Peshawar, Mianwali, Quetta, Kohat, Vehari, Sahiwal, Sialkot, Faisalabad, Multan, Bahawalpur, Mirwala, Hyderabad, Nawabshah, Sibi, Abbotabad and Mirpur costing Rs 185.216 million.
Sources said the establishment of the crisis centres of Rawalpindi, and Mirwala, are still incomplete due to non-utilisation of funds and bureaucratic snags. However, cumulative utilisation remained Rs 64.430 million and the Public Sector Development Programme (PSDP) amount allocated in fiscal 2007-08 is Rs 15 million against the previous physical's Rs 17.124 million, they said.
Sources said that women crisis centre of Sialkot was established with the total cost of Rs 8.877 million, however the cumulative utilisation remained Rs 2.684 million against the previous fiscal allocation of Rs 0.935 million.
Sources said that in Faisalabad the rift between nazims and District Co-ordination Officers (DCOs) was the main hurdle in functioning women crisis centre could not made functional.
Nawabshah is the women violence-hit area and destitute women desperately need a crisis centre in the area so that women may not suffer to reach far-flung areas for shelter. However Nawabshah women crisis centre also fell a prey to bureaucratic bottlenecks, they said.
The women crisis centre of Rawalpindi was started with the total cost of Rs 13.994 million and the allocation for the previous fiscal is Rs 0.746 million whereas the cumulative utilisation remained Rs 5.396 million, they said. Sources said that the total cost of the crisis center of Mirwala is Rs 8.877 million and the allocation in the previous fiscal is Rs 0.99 million furthermore the allocation in the current fiscal is Rs 0.4 million however the cumulative utilisation remained Rs 1.749 million.
Nawabshab women crisis center has the total cost of Rs 8.877 million and the allocation in the previous fiscal is Rs 0.993 million moreover the allocation in fiscal 2007-08 remained Rs 1.2 million however the cumulative utilisation remained Rs 1.749 million, they said.
Sources said that Swat is considered traditions and customs bound area for women however the establishment of women crisis center is also in doldrums in the respective area adding that Rs 7.495 million is the total cost of the crisis center the allocation in previous fiscal is Rs 1.127 however the cumulative utilisation also remained Rs 1.127 million.
The total cost of the D.G Khan crisis center is Rs 7.495 million and the PSDP allocation in the previous fiscal was Rs 1.127 million however the cumulative utilisation remained Rs 1.127 million, they said.
