Despite huge budgetary allocation of Rs 619.672 million for gender mainstreaming, the ministry has failed to achieve the required results. Sources told Business Recorder here on Friday that Public Sector Development Programme (PSDP) allocation in the previous fiscal was Rs 86.036 million, however, the utilisation remained only Rs 60.377 million.
The gender mainstreaming project became a victim of the bureaucratic negligence and the Ministry provided only lip services, they maintained. However, cumulative utilisation remained Rs 328.549 million which is approximately half of the allocated amount and the project could not be implemented, sources said.
The total cost of phase-I is Rs 418.563 million and the Departmental Development Working Party(DDWP) approved the project to be completed in 5 years.
Sources said that the PSDP allocation for the current fiscal is Rs 40 million, however, the utilisation is still slow and the Ministry has not taken any steps to expedite the implementation on the project. Under the project, Rs 250 million have been released to all the 111 district governments in the four provinces for the purpose of gender mainstreaming in local governments, they said.
Moreover, the Ministry established gender development sections in the Ministries of Finance, Information and Broadcasting, Law Justice and Human Rights and in Establishment Division, Planning and Development Division and the establishment of Human Resource Management and Capacity Development section in the Ministry of Women Development, they said.
Sources said that under Patti Development Project, Chitral, 8,777 women have been trained in different trades, vocational training, fiber development, basic business management training and 2000 women have been granted micro-credit ranging from Rs 5000 to Rs 7000.
