Top bureaucracy's traditional non-cooperation with the new government has annoyed the caretaker Prime Minister Mohammedmian Soomro who is to hold the office for only two months, official sources told Business Recorder here on Thursday.
The Prime Minister has observed that decisions taken by him in different meetings are being delayed deliberately by the top bureaucracy," the sources added. "The Prime Minister has observed that matters referred to the ministries and organisations working under them are inordinately delayed and issued to dispose of all the references sent by the Prime Minister secretariat within three days," the sources quoted Khalid Saeed, Principal Secretary to the Prime Minister as writing to all the ministries.
The sources said that the Prime Minister has also sought compliance report from the concerned ministries on the implementation status of decisions taken in the meetings for his perusal within seven days.
In this connection, caretaker Prime Minister invited all the Federal Secretaries in Prime Minister secretariat and conveyed them his sentiments, saying that the caretaker government has a specific and time-barred task; therefore, all the ministries and organisations of federal government have to demonstrate team work to ensure smooth governance and create enabling environment for the holding of free, fair and transparent elections.
"Though the mandate of the caretaker government is to create peaceful environment necessary for holding of free, fair and transparent elections but besides that the government is also focusing on continuation of policies for improving the quality of life of the people, poverty alleviation and employment generation," Soomro added.
He said that to reinforce the confidence of the investors both foreign and local, the continuity of policies is essential. The continuity of economic policies is essential for development and welfare of the people.
With regard to his earlier instructions, the Prime Minister said that although policy formulation is the job of the political government, civil servants provide vital input in its making and are responsible for proper execution and implementation.
Later, a question and answer session was held on the steps required for better output by the civil servants in discharging their duties. All the federal secretaries freely participated in the discussions and made a number of suggestions for better governance and holding of free, fair and transparent elections.
