Chinese Motorcycles manufactures, whose registration was banned on violation of SRO 656(1) 2006, have said that they are not required to submit the Engineering Development Board (EDB) certificate for registration, it was learnt.
Sources said that a letter addressed to the Deputy General Manager (Tariff) by Excise and Taxation officer Karachi said that a number of motorcycle manufactures approached this office with the plea that certificate from the EDB was not required for the registration of motor bikes.
They also claimed that Punjab Excise and Taxation department was not requiring the certificate of EDB for registration. The office required by the two wheeler Assemblers/Manufacturers to submit a certificate from the EDB besides other documents like certificate from PSQCA, income tax, sale tax department and trade mark registration for registering their two wheelers brand, the letter added.
Sources in the EDB said that government had restricted registration of some manufacturers on violation SRO 656(1) 2006 under which the sector was switched to tariff based regime. A letter of the EDB, points out that the irregularity was detected during the scrutiny of information provided by assemblers about purchase of completely-knock-down (CKD) parts/components under condition (v) of SRO 656 (I) 2006 from the local market.
Sources said that details furnished by a number of Chinese motorcycle manufacturers about local and imported parts used in their vehicles did not tally which they said was a clear violation of the above referred SRO.
Moreover, a number of assemblers had not provided details required for issuing revalidation certificate. As a result they were not issued certificate must needed to obtain clearance certificate by Pakistan Standard Quality Control Authority (PSQCA) for registration. The EDB also decided that it will issue provisional certificate to only those assemblers who would furnish an undertaking that they would abide by findings of the final audit conducted by the CBR, EDB or any other designated organisation and that too would be valid till March 2008.
The decision was taken because motorcycle manufacturers, violating the set rules, wanted the EDB to issue them revalidation certificate of their manufacturing facilities. Those not providing required documents will not be issued revalidation certificate. The manufacturers who had been found in violation of SRO are facing problems in getting their vehicles registered.
