The District Monitoring Accounts Committee (DMAC) took serious note of the mismanagement and malpractices in Rawalpindi District Administration, which caused over Rs 290 million loss to the national exchequer.
The Committee headed by Nasrullah Jaral, Chairman of the DMAC asked the City District Government to make sure that the said amount is shown in the budget in the next session of the District Assembly. The Committee stated that the matter would be raised in upcoming session of the District Assembly to be held on April 3.
The DMAC met here on Monday with Nasrullah Jaral in the chair and its members Hamid Abbasi, Babar Abbasi, Sabina Khalid and Irshad Abbasi attended the meeting.
The committee was dismayed over the absence of Executive District Officers of Revenue, Finance and Planning and District Accounts Officer from the meeting. The meeting was convened to investigate the financial matters regarding City District Government Rawalpindi (CDGR) which were pointed out by the members of the District Assembly.
In the last meeting, Nazim UC Kaliyam Awan, Colonel Ghulam Abbas (retd) had indicated that at the time of enactment of the Devolution of Power Plan about Rs 180 million were left over by obsolete Zila Council that were handed over to new district government. But afterwards it was not known either the amount was spent or not and if it was exhausted the detail of expenses were not provided by the CDGR.
Another member of the District Assembly, Raja Sarfaraz Ahmed pointed out that the District government pointed out that a sum of Rs 80 million to be recovered from contractors due to substandard work or incomplete development projects in 2002-03. But so far not a single penny was recovered from the people.
Another member pointed out that a former EDO(R) had awarded a contract of Rs 30 million without obtaining the approval of District Assembly, later the officer was transferred but the amount was not recovered.
He requested the forum that full amount may be recovered either from the officer concerned or from the contractors. The committee also took note of all three motions as the movers were absent from the meeting, it was decided to take up the matter in the next session of District Assembly on April 3.
