Senior bureaucrats have begun to flex their muscles for prized position in the Sindh Secretariat after the news of transfer of Chief Secretary Fazl-ur-Rehman on Tuesday. Sources said that those, who have jumped into the arena, include Sharif Baloch, Mirza Karim Baig, Abdul Ghaffar Soomro and K. B. Rind. Out of these four officers, Rindh has been Chief Secretary of Sindh.
They said that Naheed Shah, daughter of would-be Sindh chief minister Syed Qaim Ali Shah, has whispered into the ears of her father about retaining the sitting Chief Secretary for his qualities as an obedient servant. Rehman has been Secretary, Sindh Finance Department. Naheed Shah has served under him as Deputy Secretary. Presently, she is serving under him as Special Secretary of the Finance Department.
However, the aspirants have good rapport with the decision-making people. Each of the supporters of a candidate is trying to get installed his candidate as the Chief Secretary. If malleability of a candidate is to play any role, K. B. Rindh is not likely to succeed. He is in the habit of taking independent decisions on merit. He is straightforward, at times, to the extent of annoying his close friends.
Rind is from Nawabshah. He is head of his own tribe as well. To choose him as the Chief Secretary will be a difficult decision. Sources said that after the posting of new chief secretary, many other secretaries would have to make room for new officers. Syed Qaim Ali Shah, Dr Zulfiqar Mirza and Pir Mazharul Huq are in touch with Pakistan Peoples Party Co-Chairman Asif Ali Zardari to finalise the new Sindh Secretariat set-up.
