District Coordination Officer (DCO) Jhang Zubair Khurshid Bhatti has changed all tendering procedures to ensure transparency in development projects. As per details, some contractors, through applications, informed the DCO that officials of building and road department were obliging some selective contractors.
The complainants said that a number of tenders for road and building projects were issued to the blue-eyed contractors through 'Pool policy', adding that it caused financial loss to national exchequer and substandard work. The tender documents and receipts were being provided to only those who grease the palms of staff of the works and services department, they said.
Taking action on the complaints, the DCO issued an office order (3136/PA) to all executive district officers (EDOs) and ADLG, directing them that in future all invitation for tenders - whether of capital or revenue - shall include the clause: "Tenders and provision for maintenance of proper registers and receipt of required fees shall be duly made at the office of DCO and EDO (Finance and Planning)."
The DCO has also ordered all the EDOs to strictly adhere to this provision to promote transparency and competition. It was learnt that the high-ups of works and services department were aggrieved by the orders, which would deprive them of their heavy commissions.
