The National Accountability Bureau (NAB) has directed the private housing societies to strictly implement its instructions to redress grievances of the affected people and end corrupt practices in the housing sector.
A NAB spokesman told Business Recorder on Wednesday that the NAB had approved a multi- dimensional action plan, which included, among other things, awareness and prevention of corrupt practices in the housing sector. He said the NAB had tasked its regional offices to get the following instructions implemented so those innocent citizens could be robbed off their hard-earned money.
-Housing societies must publish and provide their brochures to its members as well as the National Accountability Bureau. The brochures should include (1) names and addresses of the management Committee, (ii) byelaws, and (iii) a copy each of the registration letter and no objection certificate (NOC).
-- The societies must also publish the following information in their advertisements:
-- Details of total land purchased.
-- Area and contiguity of entire land.
-- Development schedule.
-- Charges due to include cost of land as well as development charges.
-- Balloting schedule and mode of allotment.
-- Refund schedule for unsuccessful candidates.
-- The Registrar, Co-operative Societies and the Security and Exchange Commission of Pakistan (SECP) should send a copy of the registration and articles/memorandum of association to the National Accountability Bureau at the time of its issuance.
-- Development authorities like CDA/RDA as well as tehsil municipal administrations (TMAs) should send a copy of the NOC to the National Accountability Bureau at the time of its issuance.
-- Regulatory authorities should forward to the National Accountability Bureau copies of (a) progress reports on development submitted to them by the societies and (b) reports on periodic inspection carried out by the authorities, and there should be a ban on illegal use of names of government institutions.
The spokesman said due to rampant corruption in the housing sector, particularly housing societies, complaints continued to flood the NAB offices. He said the NAB's Management Information System had developed open source web-based software to handle claims of housing societies. The system maintained data of all claimants and generated a computerised serial number for every claim.
He said statistics like liabilities of each society were updated with each entry made on the system for the convenience of the complainants. Being web-based, the claims could be entered as well as checked back from any terminal of all regional NABs, he added.
