The City District Government, Peshawar, on Tuesday unveiled the annual budget of Rs 9.828 billion for the financial year 2008-09, showing total expenditure of Rs 6.569 billion with a surplus of Rs 3.159 billion. The revenue of the district government during the previous financial year grew by 36 percent.
City District Nazim Ghulam Ali presented the budget estimates in an especially convened session of the District Council here at District Council Hall. A large number of union council nazims, government officials and media persons were present on the occasion.
City District Nazim said that the budget has been prepared in consultation and co-operation of the district finance committee and members of district council. He said that progress and development of district Peshawar and resolution of the problems of the people have been given priority in the budget.
He said that the district government wants judicious utilisation of all available resources for a comprehensive and implementable planning for the mitigation of the problems of people and provision of maximum facilities to them.
According to the budget document, district government during the financial year will go for spending Rs 67.58 million on repairs and provision of facilities in schools, health (Rs 46.67 million), provision of drinking water in rural areas (Rs 37.205 million), women and children hospital (252.440 million), expansion of road, Rehman Baba Square (Rs 40 million), Construction of roads(Rs 50 million), construction of bus terminal (Rs 100 million), construction of major urban road (Rs 150 million), purchase of modern equipment for improvement in cleanliness (Rs 21 million), Solid Waste Unit (Rs 15 million), Ring Road Phase-I improvement Rs 200 million), youth development center (Rs 10 million), preservation of historical buildings (Rs 6 million), Establishment of green built on G.T.Road and Ring Road and tube-wells (Rs 12.50 million), Development of Hayatabad (Rs 878.14 million), Union council development fund (Rs 240.27 million), Citizen Community Boards (173.93 million), construction of Khazana-Mathra Road (65.62 million), fire brigade, sports, natural disasters and civil defence (Rs 7.7 million), Special district development program (Rs 17 million), Wheel chairs and tri-cycles for special people (Rs 2 million) and Crisis Management Centre (Rs 23.20 million).
Presenting the revised expenditures for financial year 2007-08, the district nazim said that majority of the mega projects initiated during last three years have been completed and some are in the final phases. He said that a six line road along with green belt from Governor' House to Bacha Chowk has been completed while the carpeting of the road from Malik Saad Flyover to Gulbahar Chowk, footpaths and streets lights were in final stages.
The Phase-I of the much publicised expansion of City Circular Road has been completed while Phase-II of the project which was deferred due to demolish and acquisition case of certain houses has been sent to chief minister for approval. He said that work on the demolish and acquisition of the houses would start shortly.
Furthermore, he said that construction work on the expansion of University Road, improvement of service road, construction of footpaths and decrease in the size of the central media have been started at the cost of Rs 220 million. Similarly, he said that the lack of center media was causing accidents from Kohat Road to Hayatabad, saying that now work on the construction of center media has been started to regularise the unnecessary u-turns.
The district nazim said construction of roads, ie Warsak Road to G.T. Road on both sides of the canal and construction of sidewall and iron grill at the cost of Rs 150 million to protect children from falling into the canal. The schemes, he said would beside elimination of the traffic problems has also help provide better travelling facilities to people.
He said that a big amount of Rs 760 million has been spent on beautification and development of Hayatabad Township. The district nazim complained of lack of release of funds sanctioned in federal budget 2007-08 for Peshawar and said that no special grant was given by the federal government to the provincial metropolis of the province. He said that such kind of treatment is sheer injustice with the people of the city.
