The government itself has been violating the rules by hiring houses in residential areas for setting up government offices. According to the Capital Development Authority (CDA) rules, residential areas are not allowed for commercial purposes.
Statistic shows that about 845 government and private offices, guesthouses, schools, embassies and foreign missions have offices in different residential sectors. Presently, there are 299 government and private offices in the non conforming use, of which, 212 are in F and E sectors, 48 are in G series and 39 are set up in the I sector. Similarly there are 206 schools in residential areas, of which 79 are in F and E sectors, 67 are in G sector and 60 are in I sector.
About 112 guesthouses are under non-confirming use, of which 82 are in F and E sectors 29 are in G sector while only one is in the I series. Similarly there are 53 embassies and foreign mission which are located in F and E series. There are 175 other users in the non-confirming areas. The commercial use of the non-confirming areas creates too many problems for the inhabitants. It creates not only sanitation problem but also give rise to the security problems. If it creates traffic problems on one hand it surely give way to garbage dumps on the other. There is already shortage of houses for residential purposes in the capital and government is claiming to provide residential facilities to all the citizens.
As quoted above, most of the government offices are located in the non-conforming areas. But it is point to ponder that if the CDA/government itself violating its rules how it could be enforced on the others.
