The total import value of 15 major non-essential luxury items including luxurious vehicles, mobile phones and food items, liable to regulatory duty (RD), was only Rs 61 billion during 2007-2008. The import value of luxury and non-essential items on which customs duty was enhanced from 20-25 percent to 30-35 percent in last budget was nearly Rs 27 billion during 2007-2008.
The import value of luxury vehicles including cars and jeeps (1801-3000cc) was Rs 5,262.19 million during 2007-2008. Fifty- percent regulatory duty was imposed on the import of these cars and jeeps. The import value of cellular phones and line telephone sets with cordless handsets in 2007-2008 was Rs 48,226.26 million. Mobile phones have been subjected to regulatory duty at the rate of Rs 250 per set and 30 percent RD has been imposed on the import of landline telephone sets.
Sources told Business Recorder on Thursday that around 86% of import basket during 2007-2008 consisted of machinery, raw material and other essential products such as petroleum, transport and food items. Excluding these major imports, total import value of additional luxury items and those already subjected to higher rate of customs duty totalled at Rs 88 billion during 2007-2008.
The Federal Board of Revenue (FBR) has claimed that the department would not generate any revenue due to imposition of regulatory duty (RD) on import of 379 non-essential and luxury goods, as the measures would help in substantial reduction in imports having minimum revenue implications.
However, the above mentioned data of the luxury items clearly reflected that the import value of 15 additional non-essential items (now subjected to RD) was Rs 61 billion during 2007-2008. The import of luxury items constitutes little in terms of percentage against the overall contribution of major import groups including POL products, machinery and raw material etc.
Even if the import of non-essential items like electrical and home appliances has been controlled through RD, the sale and production of local industry would also increase. This would force the domestic manufacturers to import more and more raw materials, inputs, components and sub-components used in the manufacture of finished products.
Secondly, there are strong apprehensions that items liable to higher rate of customs duty of 30-35 percent along with RD would result is massive smuggling through Afghan Transit Trade Agreement (ATTA) and other channels.
The import value of non-essential food items was Rs 4,053.97 million; jewellery and articles of precious metals, Rs 988.02 million; pad locks Rs 275 million and import value of shoes/footwear was Rs 2,194.17 million in 2007-2008.
Data about luxury goods imported during 2007-2008 revealed that the import value of dairy products was Rs 385.40 million; fruits Rs 2,550.97 million; food preparations and vegetables Rs 3,902.36 million; mineral/aerated waters Rs 351.67 million; cigars/cigarettes and tobacco preparations Rs 15.73 million; cosmetics Rs 2,527.19 million; soap/detergents Rs 1,132.75 million; marble/granite Rs 406 million; ceramic products Rs 5,019.84 million; cooking appliances and plate warmers Rs 119.94 million; electrical and home appliances Rs 7,977.68 million; arms/ammunition Rs 482.41 million; furniture and lighting equipment Rs 1,893.99 million and import value of miscellaneous articles was Rs 243.70 million.
