Minister Incharge for Kashmir Affairs, Qamar Zaman Kaira on Monday presented the budget (2008-09) of AJK Council with total revenue receipts target of Rs 5678.312 million including Rs 3500 million from Income Tax. The budget presented during first sitting of 42nd AJK Council session was held here at AJK Council Secretariat under the chairmanship of Vice Chairman AJK Council and AJK President, Raja Zulqarnain Khan.
Presenting the budget, Qamar Zaman Kaira said development expenditure has been estimated at Rs 2000 million, non-development expenditure of Rs 693.049 million and 80 per cent share of Income Tax to AJK Government including (Rs 311.116 million as difference for 2007-08) at Rs 2985.263 million.
Thus, the total expenditure has been estimated at Rs 5678.312 million. Kaira informed the House that the government was preparing economic and social development report for the AJK on the pattern of other provinces. The report would present a comprehensive medium term strategy where sectoral interventions would be integrated to achieve the highest form of governance that is outcome-based governance.
Further, he said Kashmiri people have undergone untold sufferings and hardships over the years. Their legitimate aspirations cannot be ignored and must be accommodated. Fateha was also offered for Kashmiri martyrs and late Benazir Bhutto.
Raja Zulqarnain Khan welcomed the newly appointed members to the Council that include five members of the Council nominated by the Prime Minister from amongst the Federal Ministers namely, Qamar Zaman Kaira, Minister for KANA, Makhdoom Shah Mehmood Qureshi, Minister for Foreign Affairs, Farooq H Naik, Minister for Law and Justice, Sherry Rehman, Minister for Information and Broadcasting, Syed Khurshid Ahmad Shah, Minister for Labour, Manpower and Overseas Pakistanis and six elected members of AJK Council namely Sardar Naseem Ahmad, Raja Iftikhar Ayub, Sardar Farooq Sikander, Hamid Khan, Ghulam Raza Shah Naqvi and Pervaiz Akhtar.
AJK Prime Minister, Sardar Attique Ahmad Khan and three members of the Council nominated by the prime Minister Pakistan also attended the first sitting. Prime Minister of Pakistan summoned the budget session in his capacity as the Chairman of AJK Council to transact budget and certain budget related legislative business. The session was later adjourned after presentation of budget till Friday.
