Federal government departments: ban on recruitment has negative effect on performance
Ban on recruitment in federal government departments since long has started downgrading their performance as they are facing shortage of manpower to deal with the problems. "A number of our employees had tender resignation to join other employment mostly foreign funded projects and we are not authorised to fill the vacant vacancies," said provincial chief of a federal government related authority on condition of anonymity.
He said that the shortage of employees is not only creating hurdles in the smooth running of departmental affairs, but also has blocked the initiation of any new project by the government. Furthermore, he said that four junior employees of his office had quit their jobs to join the foreign funded agencies, but no replacement had been made so far.
The authority, he said deadly required recruitment on the vacant posts, but looking towards federal government regarding vacation of the ban imposed in this regard. When asked about the federal government institutions facing manpower shortage, the official said that Pakistan Sporting and Hunting Arms Development Company (PSHADC), a public sector institution of the Ministry of Industries out of his 26 posts has only two employees. The remaining 24 posts are vacant since last many months.
The said company was established by the former prime minister Shaukat Aziz for the development and promotion of trade of the sporting and hunting arms of the country. But, due to the lack of staff none of the project had been started in this regard.
Similarly, Pakistan Stone Development Company (Pasdec) another company of the same ministry is required to recruit project directors for certain projects. But, the ban had tried the hands of the top management of the company to make recruitment to run the affairs of the body.
