General Tariq Majeed, Chairman, Joint Chiefs of Staff Committee (CJCSC), has stressed the need for collective efforts to meet the challenges which the various countries of the region are facing under current global security agenda.
"There is need to explore and develop ways and means to cooperate bilaterally and multilaterally in intelligence and information sharing, capacity building, training, consequence management, sharing experience on legal aspects and even developing an institutionalised mechanism on regional basis for dealing with non-traditional security threats," he said while addressing the 12th Asean Regional Forum, Heads of Defence Universities and Colleges and Institutions Meeting on 'Military Operations Other Than War' (MOOTW) at National Defence University (NDU).
The CJCSC spoke on the conceptual dimensions of MOOTW and established their relevance to the requirements and experiences of the region. He also gave an overview of Pakistan's perspective and experiences of some key operations, focusing on the ongoing campaign against terrorism and violent extremism, and management of one of the most devastating earthquakes of October 2005 in Pakistan.
Reviewing the emerging geo-strategic environment, the CJCSC said that space for traditional application of military instruments was gradually shrinking, "and non-traditional security threats are taking the centre stage".
Even in the war prone South Asian Subcontinent with a nuclear overhang, non-traditional force application has gained primacy. Therefore, Pakistan Armed Forces have to be prepared for the whole spectrum of threats, he added. General Tariq emphasised that the greatest vulnerability today is trans-national sub-conventional threats and recurring natural disasters which usually require multinational co-operation to manage.
The two-day 12th Asean Regional Forum Heads of Defence Universities /Colleges and Institutions Meeting has been arranged here at NDU, in which delegates from 15 countries are participating. Apart from delegates from member countries, a large number of Defence Attaches, representatives of international and regional organisations, various ministries and local think tanks attended the meeting.
