The Small and Medium Enterprises Development Authority (Smeda) and the National Energy Conservation Centre (Enercon) have entered into an agreement to promote energy conservation in SME sector. The document of memorandum of understanding in this regard was signed by Smeda Chief Executive Officer, Shahid Rashid and Enercon Managing Director, Fareed ullah Khan here at the Smeda head office.
According to the MoU, Smeda agreed to conduct energy audits in two major sub-sectors of textile industry including "Spinning and Processing" as a consultant of Enercon. Energy audit is the first step of the project in which energy wastage will be highlighted and recommendations for energy conservation along with process improvement will be provided. In addition, as per the requirement, Smeda may hire professional resources to strengthen the staff and its capacity to carry out detailed Energy Audits.
A detailed Energy Audit is a comprehensive survey of all energy consuming equipment and processes in a plant, followed by a detailed analysis of various systems. Enercon and Smeda have agreed to launch Energy Managers' training and certification programme under this agreement. A Certified Energy Manager will be the legal requirement for all industrial concerns in future.
Smeda shall select textile factories to conduct energy audits by constituting teams, which will submit a copy of the final audit reports to management of the respective factory as well as to Enercon.
Enercon shall bear the financial obligations required to conduct detailed energy audits as per formula mutually agreed by the two organisations. Enercon shall also provide support for the identification of training institutes and developing initial drafts for selection criteria of applicants, syllabus, tasks and duties for Energy Managers.
